Drug Investigation Leads to Felony Arrests

On Friday morning, May 23rd, 2025 the Laurel Police Department concluded a month long drug investigation with the execution of a search warrant in the 2000 block of Carvel Gardens Apartment Complex. Special thank you to the Seaford Police Department's S.P.E.A.R. Team for offering their tactical unit to assist in this operation.
During the search of the residence various amounts of crack cocaine and prescription medications, packaged for sale, were located. The target of the investigation, 39 year old Jessica Young of Laurel, who was also found to be inside of the residence and accompanied by 38 year old Ricky Horsey of Laurel.
Both Young and Horsey were taken into custody without incident, transported to the Laurel Police Department and charged with the following:
-Manufacture/Deliver/PWID Controlled Substance (Class D Felony)
-Possession of Controlled Substance Tier 1 Quantity (Class G Felony)
-Possess Consume a Controlled or Counterfeit Substance x4 (Class B Misdemeanor)
-Possession of Drug Paraphernalia (Class B Misdemeanor)
Both subjects were arraigned by Justice of the Peace Court #2 and remanded to the Sussex Correctional Institute in lieu of posting $12,000 secure bond each.
The issuance of a warrant for the arrest of a subject is merely a showing of probable cause by the investigating agency related to the above incident. All subjects, once arrested, are considered to be innocent until proven guilty in a court of law.
